Why are votes disappearing from my photos?

I've noticed that a number of photos I've posted have lost MANY votes, and I was just wondering why this might be happening or if anyone had any insight on this area. Some of the photos must have lost more than 20 votes. Is there some kind of balancing system or AI in place that removes votes from one photo share and puts them into another instead? If not, it seems unlikely that over 15 different users all decided to remove the votes for my photos that they had originally given. The only other thing I can think of, is that many of the votes given were duplicates from the same users, and now the system has reduced those votes down to 1 per user.
